About the Project
As part of the project, a smart urban flood risk management system was developed and implemented to help a major municipal authority prepare for extreme rainfall events, identify flood-prone areas, coordinate field operations, and improve safety and services for residents.
The system integrates rainfall data, meteorological forecasts, hydrological information, municipal infrastructure layers, and field data to provide real-time spatial situational awareness. It enables the municipality to identify flood-prone areas, generate alerts, document events, and support decision-making across the municipal control center and operations departments.
Initial Situation
Urban flooding is one of the major challenges facing local authorities, particularly in densely populated and highly developed areas with complex drainage infrastructure. Climate change, intense rainfall, rapid urban development, and reduced infiltration areas increase the risk of flooding in streets, parking facilities, underpasses, commercial areas, public facilities, and residential neighborhoods.
Urban flooding can disrupt daily life, damage property and infrastructure, affect traffic, hinder emergency services, and place significant pressure on municipal control centers and operations teams.
Flood event management had largely relied on responding after an event had already developed. The municipality required a solution that would enable a shift toward proactive, data-driven management based on forecasting, early warning, task prioritization, and real-time deployment of field teams.
The Challenge
The primary challenge was to develop a system capable of managing flood events in a complex urban environment characterized by numerous vulnerable locations, diverse drainage infrastructure, heavy traffic, high population density, and critical public facilities.
The system needed to address several key requirements:
- Early forecasting of areas at risk of flooding
- Real-time identification of developing flood events
- Clear spatial situational awareness for the municipal control center
- Support for the deployment of field teams, pumps, road closures, and preventive measures
- Improved integration of weather data, drainage infrastructure, and municipal operations
- Event documentation to support post-event analysis and future infrastructure improvements
When Every Minute of Preparedness Matters
The challenge is not only to forecast rainfall, but to understand how it will affect the urban environment and enable operations teams to act before flooding develops.
The Solution: A Smart Urban Flood Risk Management System
EnviroManager Ltd. developed a smart urban flood risk management system that integrates meteorological, hydrological, and infrastructure data and is tailored to the needs of municipal control centers, operations, drainage, and emergency teams.
The system provides a dynamic map of the urban environment, displaying areas at risk of flooding based on forecast rainfall intensity, local drainage capacity, terrain characteristics, slopes, infiltration areas, and historical flood data. It also includes a tiered alerting mechanism and recommended operational actions based on risk level and event location.
The solution enables the municipality to prepare in advance for significant rainfall events, identify vulnerable locations, deploy field teams more effectively, and improve real-time response capabilities.
System Components Implemented in the Project
- Real-Time Spatial Forecasting System
The system provides a dynamic map of the urban environment, displaying areas at risk of flooding based on rainfall forecasts, drainage conditions, and infrastructure data. - Analysis of Flood-Prone Locations
The system analyzes streets, parking facilities, underpasses, public areas, and municipal infrastructure to identify locations with an elevated risk of flooding. - Alerting and Recommended Actions
The system generates alerts according to defined risk levels and provides recommended actions such as deploying field teams, positioning pumps, restricting access, and implementing preventive measures. - Multi-Layer Data Integration
The system integrates rainfall forecasts, weather radar data, monitoring stations, GIS layers, drainage data, topography, and municipal infrastructure information. - Reporting, Event Documentation and Scenario Analysis
The system supports event documentation, trend analysis, post-event review, and data-driven municipal planning and future infrastructure improvements.
Project Scope
- Assessment of the urban environment and identification of flood-prone areas
- Integration of rainfall, drainage, slope, infrastructure, and historical flood data
- Integration of rainfall forecasts, weather radar and satellite data, and local monitoring stations
- Application of hydrological models to forecast expected water loads
- Development of spatial flood risk forecasts
- Development of a tiered alerting mechanism based on severity levels
- Definition of recommended operational actions for the municipal control center and field teams
- Generation of summary reports for monitoring, planning, and post-event analysis
Results
The system provided the municipal authority with an advanced tool for managing flood risks, improving preparedness for rainfall events, and optimizing real-time field operations.
Key project benefits include:
- Early forecasting of flood-prone locations across the urban area
- Improved preparedness of the municipal control center and field teams
- Faster response to rainfall and flooding events
- Reduced impact on infrastructure, property, and daily urban activity
- Effective prioritization of operational tasks in real time
- Improved safety for residents and road users
- Data-driven post-event analysis and continuous improvement
- Support for urban planning and drainage infrastructure upgrades
Summary
The smart urban flood risk management system provides an advanced solution to one of the most significant challenges facing urban areas. By integrating weather forecasts, infrastructure data, hydrological models, urban mapping, and real-time alerts, the system enables municipalities to improve preparedness, respond faster, and reduce the impact of flooding.
