About the Project
As part of the project, an advanced climate risk management system was developed and implemented for rail transportation infrastructure. The system was designed to help a national rail transport organization maintain operational continuity, protect passenger and employee safety, ensure infrastructure availability, and support operational decision-making under changing weather conditions.
The system integrates meteorological, hydrological, and operational data with high-resolution forecasts, customized alerts, and real-time operational situational awareness. It enables the early identification of conditions that could affect railway tracks, stations, bridges, electrification systems, maintenance areas, and day-to-day operations, allowing teams to prepare before significant events develop.
Initial Situation
In recent years, climate change has contributed to changes in the frequency and intensity of extreme weather events, including heatwaves, strong winds, heavy rainfall, storms, extreme cold, and other changing environmental conditions. These events can directly affect rail transportation infrastructure, passenger and employee safety, travel times, station operations, and maintenance activities.
National rail networks span diverse geographic areas and therefore require a centralized tool that provides an up-to-date operational picture, continuous monitoring of climate-related risks, early warnings, and effective operational preparedness.
The client required a solution that would enable a shift from reactive event management to proactive, data-driven risk management while maintaining safety, operational continuity, and rapid response capabilities.
The Challenge
The primary challenge was to develop a system suitable for a large, sensitive, and dynamic rail infrastructure network, where changing weather conditions can affect different locations in different ways.
The system needed to address several key requirements:
- Early identification of extreme weather conditions that could affect infrastructure
- Continuous monitoring of railway sections, stations, bridges, electrification systems, and sensitive maintenance areas
- Delivery of accurate alerts to operations, safety, and maintenance teams
- Real-time decision support for operational and maintenance activities
- Improved preparedness of field teams for extreme weather events
- Reduced disruption to service continuity and passenger safety
- Creation of a data repository for event documentation, monitoring, analysis, and post-event review
Early Preparedness Is Key to Managing Climate Risks
The system consolidates climate and operational data from multiple sources and transforms it into actionable information, helping operations and maintenance teams make informed decisions in real time.
The Solution: A Dedicated Climate Risk Management System
EnviroManager Ltd. developed a dedicated climate risk management system for the rail transportation sector, enabling the monitoring, forecasting, and early warning of environmental conditions that may affect rail infrastructure and day-to-day operations.
The system integrates meteorological forecast data, monitoring station data, infrastructure information, and field data within a clear and accessible operational interface. This enables professional teams to identify vulnerable locations, assess risk levels across the network, and prepare appropriate preventive, maintenance, or response measures.
The system also generates customized alerts based on event type, location, severity, and potential impact on infrastructure. This supports faster decision-making, improves coordination between management and field teams, and strengthens the organization’s ability to respond to extreme weather events.
System Components Implemented in the Project
- Climate Monitoring System for Rail Infrastructure
The system consolidates weather data, environmental measurements, and forecasts, enabling continuous monitoring of conditions that may affect railway tracks, stations, bridges, and operational systems. - High-Resolution Forecasting
The system provides location-specific forecasts that enable early identification of potentially hazardous conditions such as heatwaves, strong winds, heavy rainfall, storms, extreme cold, and rapid changes in weather conditions. - Customized Alerting Mechanism
The system generates alerts based on predefined risk levels and distributes relevant information to operations, safety, maintenance, and management teams. - Mapping of Vulnerable Locations
The system maps vulnerable locations across the rail network, including railway sections, stations, maintenance areas, operational facilities, bridges, and other critical infrastructure locations. - Operational Decision-Support Interface
Information is presented through a clear and accessible interface, enabling professional teams to quickly assess current conditions, understand event severity, and determine the appropriate course of action. - Event Documentation, Monitoring and Review
The system stores and analyzes event data to improve future preparedness, update procedures, and strengthen operational resilience.
