About the Project

As part of the project, an advanced flood risk management system was developed and implemented for a national transportation infrastructure organization. The system was designed to support early detection of flood events, monitor vulnerable areas along transportation infrastructure, improve operational preparedness, and reduce risks to road users and critical infrastructure.

The system integrates meteorological and hydrological data, infrastructure information, monitoring stations, sensors, and advanced flood and flow forecasting models. It enables real-time identification of risk locations, automated alerts, event documentation, and operational decision support during extreme weather events.

1

Initial Situation

National transportation infrastructure is regularly exposed to heavy rainfall, flash floods, and flooding that can endanger road users, cause road closures, disrupt traffic flow, and damage infrastructure.

Flood events can affect bridges, culverts, interchanges, roads, drainage systems, and areas with high hydrological sensitivity. In many cases, decisions must be made within a very short timeframe, while incomplete information or delayed response can increase risks to public safety and result in significant infrastructure damage.

The client required a system that would enable a shift from reactive event management to proactive, data-driven risk management based on continuous monitoring, early warnings, risk forecasting, and up-to-date operational situational awareness.

2

The Challenge

The primary challenge was to develop a system capable of managing flood risks across a large-scale national transportation network, where a localized event can affect large numbers of road users and disrupt the wider transportation system.

The system needed to address several key requirements:

  • Early detection of flash floods and flooding in vulnerable areas
  • Continuous monitoring of risk locations across the transportation network
  • Rapid alerts for operations, safety, and emergency teams
  • Decision support for road closures, traffic restrictions, and field team deployment
  • Clear, up-to-date situational awareness in real time
  • Improved preparedness for rainfall and flood events on a national scale
3

The Solution: An Advanced Flood Risk Management System

EnviroManager Ltd. developed an advanced flood risk management system tailored to the needs of transportation and infrastructure organizations.

The system integrates high-resolution rainfall forecasts, weather radar data, monitoring stations, hydrological information, field data, and infrastructure data to provide an up-to-date operational picture of areas at increased risk of flash floods and flooding.

The system enables early detection of developing events, automated alerts, visualization of risk locations on an operational map, and comprehensive event documentation for monitoring, post-event analysis, and continuous improvement.

The solution enables the client to improve preparedness for extreme events, reduce risks to road users, protect critical infrastructure, and maintain operational continuity.

System Components Implemented in the Project

  • Real-Time Hydrological Monitoring
The system continuously monitors rainfall, streamflow, water levels, and flood-prone locations along transportation infrastructure.
  • Automated Alerting Mechanism
The system generates alerts based on predefined risk levels and enables rapid distribution of information to operations, safety, and emergency teams.
  • Risk Location Mapping
The system displays locations with high vulnerability to flash floods and flooding, including culverts, bridges, drainage systems, and flood-prone areas.
  • Map-Based Operational Interface
Information is presented through an interactive map-based interface, enabling teams to quickly assess current conditions, identify risk locations, and make informed operational decisions.
  • Event Documentation and Analysis
The system provides comprehensive documentation of flash flood and flooding events, supporting post-event analysis and continuous improvement of future preparedness.
